ICS Train-the-Trainer / L-449
Course Goal: The course is designed to prepare instructors to deliver ICS-related training courses.
Target Audience: Participants who have a working knowledge of ICS through experience and training and have experience delivering adult training. Participants must have worked as Incident Command, Command or General Staff positions on incidents, planned events, or exercises that were active for multiple operational periods or involved a written action plan, and involved multiagency coordination. Refer to the Target Audience statement and indicate how you meet the requirements based upon your position and experience. Attach a separate document if needed.
Course Description:
This course expands and improves students’ ability to deliver National Incident Management System (NIMS) curricula. Students are provided training on the delivery of:
• ICS-100c: Introduction to the ICS
• ICS-200c: Basic ICS for Initial Response
• ICS-300: Intermediate ICS for Expanding Incidents
• ICS-400: Advanced ICS for Complex Incidents
• G0402: NIMS Overview for Executives and Senior Officials
• E/L/G0191: EOC/ICS Interface
Emphasis is placed on classroom-based deliveries. This includes compliance with the NIMS Training Program, adult education methodologies, deployment of course activities, pre- and post-testing, and ICS training program management.
Course Length: This course is 5 days in length. Class times are 8:00 a.m. to 5:00 p.m.
Stipends are not available for this delivery. There is no cost for the training; however, students or their agency are responsible for lodging, travel, and food.
Anticipate mandatory homework (after class hours) and group collaboration that takes place each day. Students should expect homework throughout the course.
Prerequisites: Prerequisite courses required will not be waived. Copies of prerequisite course completion certificates or transcripts must be provided as part of the application / registration process. Applications without prerequisite documentation will be rejected.
The following courses are required:
• IS-100 – Introduction to ICS, ICS 100
• IS-200 – Basic Incident Command System for Initial Response, ICS-200
• E/L0300 – ICS-300 Intermediate ICS for Expanding Incidents o Certificate dated May 2019 or later
• E/L0400 – Advanced Incident Command System for Complex Incidents o Certificate dated May 2019 or later
• IS-700b – An Introduction to the National Incident Management System (NIMS)
• IS-800d – National Response Framework, An Introduction
• E/L/G0191 – EOC/ICS Interface, 2020 version
• Formal instructor training is required such as the list below or an equivalent training: M-410 • National Wildfire Coordinating Group Facilitative Instructor
o Fire Instructor 1 & 2
o College, private industry
o E0141: Instructional Presentation and Evaluation Skills
o Center for Domestic Preparedness Instructor Course
o Valid teaching certificate or equivalent
Attendance Requirements:
• Students will need a laptop or tablet with all materials downloaded for this course. Students will be provided links during the pre-course virtual orientation session.
• Students may not miss more than a total of 10% of the instruction and activities to receive a certificate of completion. (this is no more than 3 hours and 30 minutes).
• Absences, including technology issues that are beyond the student’s control, will be considered part of the 10% standard for missed participation.
• Roll will be taken at the beginning of each unit, and at the beginning of each breakout session to validate ongoing student participation.
• Exams will be administered remotely and must be completed within allotted time. Any issue preventing the completion will be considered as not completing the course, and the student will have to re-register for a future delivery.
• Students will be required to attend a pre course familiarization Webinar for technical checks and course information.
• Students will perform a teach-back of an assigned unit from the ICS core curriculum as part of the course. Teach-backs are conducted as part of the assessment of instructor competence.
Testing Policy:
• There is a pre-test scheduled prior to the start of class. The test covers materials from ICS-100, 200, 300, 400, G-191 and other reference materials (part of the materials to download). If a participant's score is 75-79% on the pre-test, they will have to take individual exams for these classes throughout the course, scoring 80% or higher. There are no second attempts on the pre-test or unit exams. If scores are below 75% the participant will not be allowed to attend the course. If a unit exam score is below 80%, the participant will receive a certificate of attendance vs. completion and be asked to take a future 449 course.
• Examinations will be administered via online testing links and must be completed during the course. Any issue preventing the completion of any exam will be considered as not completing the course and the participant will receive a Certificate of Attendance.
