Course Description

This course is a guide for local health officials and their partners to coordinate plans to provide mass distribution of medical countermeasures in response to a large-scale public health incident. This course focuses on planning considerations, recommendation to achieve the Centers for Disease Control and Prevention’s (CDC’s) 48-hour standard for Mass Prophylaxis, and the local community’s Mass Prophylaxis and Point of Dispensing (POD) site preparedness. The course material is applicable to pandemic influenza, bio-terrorism, and other public health emergencies.

To meet attendance requirements, participants must review each training module and complete all required course assignments, activities, quizzes, and/or end of course exam.

  • The first day of training focuses on the community plan and how to achieve CDC’s 48 hour standard for mass prophylaxis. The second day of training focuses on Point of Dispensing site preparedness. The Course material is applicable to pandemic influenza, bioterrorism and epidemic preparedness. Participants also receive a mass prophylaxis planning “tool box.”

DHS/FEMA information

As part of a Department of Homeland Security/ Federal Emergency Management Agency (DHS/FEMA) funded Homeland Security National Training Program Cooperative Agreement this course is provided at no cost to your jurisdiction. The 2-day (16 hour) course is aimed at providing pertinent information to all first responders and receivers that could be involved in the response to a CBRNE event.

Requesting course delivery dates

Course delivery dates are at the discretion of the requesting agents or jurisdiction and must be consecutive.

  • An interested jurisdiction/agency contacts their respective State Administrative Agency Training Point of Contact (SAA TPOC) to request a National Training and Education Division (NTED) instructor-led course.
  • It is then at the SAA TPOC’s discretion to approve or not approve the training request.
  • If the SAA TPOC agrees to the training request he/she contacts the training partner directly with information about the specific course to schedule, the number of participants interested in attending the course, and a listing of preferred dates.
