Previously Arlando Teller served as the Deputy Assistant Secretary for Tribal Affairs at the Department. Arlando entered the aviation industry as the first Native American graduate from Embry-Riddle Aeronautical University. He interned with the City of Mesa, Falcon Field Airport and advanced in his career as an airport planner for the City of Phoenix’s Aviation Department, later as the Aviation Management Intern for Phoenix Sky Harbor International Airport. Teller then moved to Walnut Creek, California where he worked on multimodal transportation projects as a transportation planner and tribal liaison for the California Department of Transportation. Returning home to the Navajo Nation in 2009, Teller served as Senior Transportation Planner for the Navajo Nation’s Division of Transportation, promoted to Program Manager for the Department of Airports Management and eventually promoted to Deputy Division Director. He was elected State Representative for District 7 in the Arizona House of Representatives in November 2018. He sat on the Transportation Committee and the Land & Agriculture Committee. He also served as the Vice Chair for Indigenous Peoples Caucus and a member of the Aviation/Aerospace Caucus and represented as Co-Chair for the Arizona Aerospace Association.

Dr. Kimberly Vachal is the lead investigator for the Rural Transportation Safety and Security Center at North Dakota State University’s Upper Great Plains Transportation Institute. She conducts research and outreach to promote safe and secure transportation in rural regions, with emphasis on public policy and program evaluation. Dr. Vachal has worked with state and federal crash record databases and associated administrative records in her traffic safety research. She began her career with a Master’s degree in agricultural economics from NDSU; eventually earning her doctorate in public policy from George Mason University. She and her husband live near Valley City, ND with their three dogs and 70 shorthorn cattle. Their son in West Fargo and daughter at NDSU still join them for an occasional cattle show.

I retired after 31 years with the Michigan State Police as the Assistant Deputy Director of the Administrative Services Bureau (ASB). My first assignment was the Owosso Post followed by 22 years in the Forensic Science Division. After two years at Headquarters in the ASB as the Assistant Deputy Director, I was reassigned to First District Headquarters as the Assistant District Commander. In 2015 I transferred to the Field Services Bureau and then back to the ASB. I graduated from the 225th Session of the FBI National Academy and the 117th Class of the Northwestern University Traffic Institute School of Police Staff and Command. I was adjunct faculty at Schoolcraft College and Henry Ford Community College. I have been a Below 100 instructor since 2013, a National Core Instructor since 2014 and in August 2016 I was appointed to the Below 100 Board.

Marcia Fernandez is a senior analyst within the U.S. Government Accountability Office’s (GAO) Physical Infrastructure team. She has led reviews of federal transportation research activities, postal issues, regulation of domestic oceangoing carriers, and vehicle recalls, and contributed to many other reports. As former Chair and longtime member of the Physical Infrastructure Diversity, Equity, Inclusion, and Accessibility (DEIA) Committee, Ms. Fernandez is a leader for efforts that help promote DEIA at GAO and serves as an ambassador to new staff at GAO. She has been a team member since 2004, of the West Coast Collaborative, a voluntary public-private partnership committed to reducing diesel emissions and advancing clean technologies throughout the western United States, serving EPA Regions 9 and 10.

Neil Rodriguez joined the National Rural Transit Assistance Program as a Project Manager in September 2014. Neil led the initial development and management of the National RTAP eLearning management system. In 2020, he transitioned to the role of Tribal Transit Program Manager. Previously, Neil was the Director at a regional community development organization overseeing program delivery to remote communities in Western Alaska. He also worked as a Regional Economist at the Army Corps of Engineers, Alaska District. Robin Phillips joined National RTAP in December 2014 with almost 18 years of experience working with FTA programs at the state and national level, including at Oregon and Washington State Departments of Transportation, as Regional Transit Coordinator and Administrator of Coordinated Transportation, respectively, and as Senior Policy Director at the American Bus Association. Throughout her career, she has been involved in the planning and development of local, regional, and state multimodal transportation networks that respond to community needs. Her education and experience as a lawyer have proved valuable for interpreting Federal regulations and policies. Robin has specific interests in intercity transportation, rural and tribal transit research, and visible and usable data, such as GTFS data used for online trip planners, to improve passenger information, planning, and transportation coordination. He contributed to the development of a crime prevention toolkit for the Federal Transit Administration (FTA), he is currently leading an NCHRP project to develop a toolkit for State Departments of Transportation, he has written articles and has been interviewed on the topic of the intersection of human trafficking and transportation. Mr. Habermann has done work in Haiti to lower the exposure of school children to trafficking. Mr. Habermann is a registered professional civil engineer in Indiana and Texas. Today, Mr. Habermann is going to discuss the reasons and the importance of inviting and integrating transportation professionals into the work of disrupting human trafficking and into the healing journey of survivors.

Prior to working with PERC, Jill was the Executive Director at Charlevoix County Transit (CCT), a rural demand-response system in Northern Michigan. During her time at CCT, she transitioned the system’s fleet from traditional fuel to propane autogas. Charlevoix County Transit was awarded the 2018 Propane Autogas Fleet Award by PERC at BusCon, was nationally recognized for their COVID pandemic response and was named the 2021 Community Transportation Association of America’s Rural Fleet of theYear.
Jill has presented at national conferences such as the CTAA Expo, CTAA SUN Conference, NTIIC, as well many regional, state and local transportation conferences and webinars.

Tara Casanova Powell is the Principal of Casanova Powell Consulting, an independent traffic safety research consulting firm and the current CEO for the Association of Transportation Safety Information Professionals (ATSIP). Tara is also the Program Coordinator for the Annual Lifesavers National Conference on Roadway Safety Priorities and a Research Consultant for several other organizations including Acusensus, the Governors Highway Safety Association (GHSA), the American Bar Association (ABA), and the National District Attorneys Association (NDAA). Tara also serves as a faculty staff member for Impaired Driving Solutions, formerly the National Center for DWI Courts (NCDC), under “All Rise”. With over 25 years of experience in the field of road safety, Tara’s career has spanned several niches within this community.
Tara has been engaged with the Transportation Research Board of the National Academies of Science, Engineering, and Medicine for several years where she currently serves as the Chair for the Impairment in Transportation Committee and was the Chair of the 2021 TRB Drug-Impaired Driving Conference Planning Committee. Tara also founded and Chairs the International Council on Alcohol, Drugs and Traffic Safety (ICADTS) Impaired Driving Behavioral Intervention Working Group (IDBIIIG). Tara has recently been elected to the ICADTS Board as an At-Large Member and has also been appointed to the Roadway Safety Advisory Board of Cambridge Mobile Telematics.
Tara’s professional experience and network span several aspects of traffic safety, with expertise in impaired driving, distracted driving, speed, occupant protection, and traffic records that transcends barriers that often exist within the silos of the transportation profession. Tara is very passionate about her role in transportation safety and has worked to connect traffic safety professionals including research scientist; federal, state, and local practitioners; law enforcement; and traffic records data professionals to work together to work towards ZERO deaths and to provide equitable transportation for all road users.

He has chaired the Transportation Forensics and Risk Management Council of the Institute of Transportation Engineers and authored a Handbook of Accident Reconstruction. He served for 9 years as a member of the Pedestrian Committee of the Transportation Research Board. He teaches a variety of pedestrian safety and crash reconstruction workshops for state and local roadway agencies and LTAP centers throughout the United States. He has reconstructed several hundred crashes, including many pedestrian-vehicle crashes.

Sue Lawless is the Executive Director and Chief Safety Officer for the Federal Motor Carrier Safety Administration (FMCSA). She assumed this role in August 2023.
Previously, Ms. Lawless was the Director for FMCSA’s Office of Motor Carrier, Driver, and Vehicle Safety Standards Division where she was responsible for establishing sound safety policy for motor carrier, driver, vehicle, and medical programs.
Ms. Lawless first joined FMCSA in 2001, and later transitioned to the private sector where she was a partner in a law firm and represented motor carriers, motor carrier drivers, and various transportation businesses. She rejoined FMCSA in 2010 and brings more than 20 years of experience in the private and federal motor carrier safety industry. She has also engaged with nearly every FMCSA program as a trial attorney, Assistant Chief Counsel, Division Chief, and Director within the Office of Policy.

Tristan Brown serves as the Deputy Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA). Since 2021, Brown has led a team of nearly 600 full time employees (as well as nearly 200 contractors), managing a $500+ million annual budget—focused on overseeing the safety of 3.4 million miles of hazardous material pipelines and 1.2 million shipments of hazardous material goods transported daily across the United States. In this capacity, Brown also serves on the White House Council on Environmental Quality’s Carbon Dioxide Capture, Utilization, and Sequestration (CCUS) Federal and Non-Federal Lands Permitting Task Forces; the Department of Transportation’s Nontraditional and Emerging Transportation Technology (NETT) Council as well as the Executive Safety Council; and the National Academy of Science, Engineering, and Medicine’s Transportation Research Board’s Executive Committee.
Previously, Brown served as counsel to U.S. Senator Gary Peters and as an advisor to U.S. Senator Amy Klobuchar on matters related to transportation, space policy, energy, the environment, and native American issues. Brown previously practiced law in the private sector, focusing on regulatory, transactional, and litigation matters relating to the transportation and public utilities sectors. He also previously served as Deputy Associate Administrator at the U.S. Environmental Protection Agency.
Brown earned a Juris Doctor degree from the University of California Berkeley School of Law, a Master of Philosophy degree from the University of Cambridge where he was a Gates Cambridge Scholar, and a Bachelor of Science degree from the Lee Honors College at Western Michigan University where he was a Morris K. Udall Scholar and a member of USA Today’s All-Academic Team. Brown was born in rural Michigan and raised just outside Detroit. As a child he lived in New Hampshire where his father was an automotive manager and previously served as a deputy sheriff. His mother was a social worker and service employees union representative.

Adam Tindall-Schlicht serves as the eleventh Administrator of the Great Lakes St. Lawrence Seaway Development Corporation (GLS), an operating administration of the U.S. Department of Transportation. Appointed by President Joe Biden on November 6, 2022, Administrator Tindall-Schlicht oversees the federal corporation responsible for the operation and maintenance of the U.S. portion of the St. Lawrence Seaway between Montréal and Lake Erie.
Prior to his appointment as Administrator, Adam Tindall-Schlicht was the Director of Port Milwaukee from August 2018 until October 2022, serving as a member of the mayor’s cabinet. As Port Director, Mr. Tindall-Schlicht oversaw and directed the port’s multimodal, commercial, and passenger operations, which generates over $100 million in local economic activity annually. In addition to his responsibilities as Port Director, Mr. Tindall-Schlicht was appointed by Wisconsin Governor Tony Evers as both a Commissioner of the Southeastern Wisconsin Regional Planning Commission in 2020 and a member of the Board of Directors of the Great Lakes Protection Fund in 2022. He also previously served as President of the Wisconsin Commercial Ports Association. Administrator Tindall-Schlicht returns to GLS where he previously worked in both Washington, D.C. and Cleveland, Ohio, on marine transportation, international marketing, and Great Lakes Seaway System shipping from 2010 to 2018.
A native of Oak Creek, Wisconsin, Administrator Tindall-Schlicht holds a bachelor’s degree in political science from the University of Wisconsin-Madison and a master’s degree in Public Administration from American University in Washington, D.C. He has worked and volunteered abroad extensively, including in Australia, Austria, Belgium, Canada, Germany, Kenya, the Netherlands, New Zealand, Rwanda, South Africa, Switzerland, Tanzania, and the United Kingdom. Administrator Tindall-Schlicht is an ordained minister, and he officiates numerous marriage ceremonies each year.

Shelbi Small is an environmental protection specialist in the Energy Analysis and Sustainability Division and has been with the U.S. DOT Volpe Center since November 2022. She has five years of previous experience with the Bureau of Indian Affairs in assisting with natural resource and renewable energy projects on tribal lands as well as grants management and project oversight.
Small is working with the Joint Office of Energy and Transportation to aid states regarding the National Electric Vehicle Infrastructure (NEVI) program. Funds have been allocated to states as of 2022 to begin build out of their electric vehicle (EV) charging infrastructure to meet the EV infrastructure goals set forth by the Biden Administration through the Bipartisan Infrastructure Law. She is also assisting in the formation of a Tribal Engagement Strategy for NEVI and future funding opportunities; this strategy will lay out the goals and objectives for the Joint Office to provide technical assistance to tribal nations regarding EV infrastructure projects. Small is also working with the Policy Analysis and Strategic Planning Division in assisting FHWA with future funding opportunities and programs.
